The Upton
Community Preservation Committee (CPC) continuously solicits proposals for projects that qualify for Community Preservation Act funding.
The purpose of the proposal must be one or more of the following: 1) acquisition, creation and preservation of open space; 2) acquisition and preservation of historic resources; 3) acquisition and development of land for recreational use; and 4) creation, preservation and support of affordable community housing. Please see the application guidelines and general criteria below for project acceptance. The CPC holds meetings the first Wednesday of each month at 7:30 pm in the Media Center at Nipmuc High School. Potential applicants are encouraged to get on our agenda as early as possible in the planning stage to discuss the project informally. Although not a requirement, this early discussion typically results in the formal application process flowing more predictably and successfully.
Upon formal application to the CPC, public hearings will be scheduled on qualified projects, giving applicants the chance to present their proposals to the CPC and interested residents. The CPC then reviews the project’s merits and votes on it. If the vote is positive, the CPC will make recommendations for funding to Town Meeting. The final decision to fund or not on CPC-recommended projects is then made by vote at the Town Meeting. Applications may be considered at any time of the year.
